Bylaw proposals

1. Delete (from the Constitutional Bylaws) the second sentence of Article VI, Section IV, 2.  This reads: "The committee shall audit the tabulation of sweepstakes awards at the state tournament."

Rationale:  This does not reflect actual tournament procedure.

2. Delete (From the Operating Bylaws) II. Recommended Tournament Practices and Procedures (Note: a new section in the handbook with this title would replace this section of the bylaws).

Rationale:  This does not belong in our Operating Bylaws, as we cannot regulate or enforce invitational tournaments held by members.

3. Replace (From the Operating Bylaws) Article VI (Awards) A4 (Scholarship), the second and third sentences, which currently reads "The Awards Committee will award a total of four $500 scholarships. One scholarship is awarded to a student from a school with an enrollment of less than 1000 students." with "The Awards Committee will select scholarship recipients, with one designated for an applicant from a high school with an enrollment of less than 1000 students."

Rationale: By removing the specific number and amounts of scholarships, WFCA scholarships can be adjusted to reflect the amount of funds available.
